Suppose that you are the portal administrator:

Log in and go to the Decrypted Documents public page at http://neiborhood.cignex.com/web/neighbors-congress/decrypted-documents.
Change the page layout to 1 Column.
Add a web content display portlet on the page.
Click on the Add Web Content icon and add a description for the page.
Add a document library display portlet below the web content display portlet.
Click on the CongressDocHome folder name – you will see a page similar to the following screenshot:
